(Addis Ababa, Ethiopia) [Dr. Negussay AYELE - says military feels they're rescuing cntry.] Mil. doesn't appear in public. [AYELE - says military say they want change.] Selassie is prisoner of military in palace. Crowd cheered 82 year old emperor at recent outing. Parliament studies new const. motto: "Ethiopia 1st".
