(Studio) Clemency board, set up under Ford's conditional amnesty plan, sworn in at White House

(White House) Ford meets with clemency board members [Bd. chairperson Charles GOODELL - assures draft evaders and dodgers that many won't need to serve alternative service. Evaders may contact United States attorney, to learn if they're indicted and make plans accordingly.] Goodell concedes there's no way to make plan completely fair and just.
