(Studio) Admin. admits public reaction to pardon mostly negative.

(DC) Phone calls run even, but telegrams 6-1 against pardon. Quotes given from mail. Film of Vice President confirmation hearing shown. [FORD - to question with regard to intervention in prosecution of a President: doubts authority and public approval.] Press conference shown. [FORD - says he's final authority in matters with regard to Nixon. No charges made yet. Unwise to make commitment until charges made.] Sources say no deal made and Ford not stampeded into decision with regard to Nixon health. Ford not happy with reaction but not surprised.
