(Studio: Dan Rather) President Bush reported today calling for an international conference to coordinate aid to the USSR ; President Mikhail Gorbachev quoted. Report introduced.

(Moscow: Anthony Mason) Gorbachev's waning power in the USSR featured; his statement at a press conference that he would not accept a figurehead role in the commonwealth, Russian parliament's endorsement of Russian President Boris Yeltsin's commonwealth plan and annulment of the 1922 treaty creating the USSR reported; scenes shown of today's events and of Gorbachev listening to the Soviet national anthem last week. [GORBACHEV - (thru translator) says he'll resign if process goes through; adds that he did all he could.] [Russian people's deputies Oleg KALUGIN, Galina STAROVOITOVA - comment on Gorbachev.]
