(Moscow: Anthony Mason) Gorbachev's waning power in the USSR featured; his statement at a press conference that he would not accept a figurehead role in the commonwealth, Russian parliament's endorsement of Russian President Boris Yeltsin's commonwealth plan and annulment of the 1922 treaty creating the USSR reported; scenes shown of today's events and of Gorbachev listening to the Soviet national anthem last week.
