(State Department: Bill Plante) Threat of possible new military action against Iraq after President Saddam Hussein refused to allow UN to destroy Iraqi missile factories featured. [US ambassador to UN Thomas PICKERING - comments.] [Iraqi United Nations diplomat Samir al-NIMA - says these locations could be put to civilian use.] President Bush's administration said encouraging speculation that it may move against Hussein unless he cooperates with the UN.
