(France) Basques step up protests against Franco regime. 250,000 Basques in France want to unite with 2 million Basques in Spain. Priest near border is Basque leader Says he wants peaceful change but backs fighters of ETA, Basque guerrilla movement. They claim killing Spain's premier 2 years ago and number of policemen. Guerrilla tells reporter that his men keeping hidden from Spanish police who make raids across border. Basques want to share credit for ending Franco regime and share of recognition from successor government
