(State Department: David Martin) Unveiling by President Clinton's administration of a plan for dealing with the war in Bosnia featured; appointment of diplomat Reginald Bartholomew as a special envoy to the UN-sponsored peace talks to negotiate a partitioning of Bosnia noted; map shown. [Secretary of State Warren CHRISTOPHER - backs negotiation and a United States role in implementing and enforcing a peace treaty.] United States plans to back a "no-fly" zone over Bosnia and tighten economic sanctions against Serbia outlined. The question of the early retirement of Joint Chiefs of Staff chairman Colin Powell discussed.
