(Atlanta, Georgia) President plans to run for presidency in `76. [FORD - believes econ. situation in `76 to be improving; thinks unemployment to drop and inflation rate to fall.] Earlier in day, President lunches with predominantly black job training organization, OIC. [OIC founder Rev. Leon SULLIVAN - urges President to do all he can to help poor.] [PRES. - states gas rationing to penalize poor because they can least afford gasoline coupons.] Mr. Ford meets with several South govs. incling. Alabama Governor George Wallace.
