(Studio) Federal hsing. official says home mortgage rates not likely to fall below 8 1/2%. Chairperson of federal home loan bank board, Thomas Bomar, says mortgage rate high because of high interest rates offered by depositors at savings and loan insts. AFL-CIO president George Meany predicts avalanche of home mortgage foreclosures unless government acts to protect unemployed home owners.
