(Powder Springs, Georgia) Stunned by high power bills, citizens order cncl. not to pay town's electric bill. Powder Springs revolt in full swing. [Protest leader, Mrs. Pat PATTILLO - says power bills much to high.] Georgia Power Company itself squeezed by inflation. [Vice President Georgia Power Company Harold McKENZIE - says company can't give away electricity or it would be out of bus.]
