(Studio) Senator votes to limit further debate in filibuster that would change rules on filibuster.

(Capitol Hill) Although vote taken to stop filibuster, talking goes right on; action infuriates Senator Mike Mansfield. Senator James Allen conts. filibustering filibuster rule despite Mansfield's objections. Certain change in filibuster rule at hand. Change in rules to make it easier to repeal oil depletion allowance. Senators Ernest Hollings and Edward Kennedy announce plans to try and add oil depletion amendment to tax cut bill. [KENNEDY - thinks this is very good opportunity to act on outrageous tax loophole.] Such an amendment to tax bill almost certain to start another filibuster.
