(Studio) President Ford speaks before 63rd annual meeting of United States Chamber of Commerce; discusses federal regulation practices.
REPORTER: Harry Reasoner
(DC) President says he's opposed to new consumer protection agency; calls for repeal of fair trade laws; reveals plans to overhaul fed. regulations affecting environmental, safety, commerce. [PRES. - says government all too often promotes regulations that raise costs to consumers.] Press spokesperson Ron Nessen later says Mr. Ford definitely plans to seek election in `76, despite published reports to contrary.
