Reports from Associated Press and United Press International reporters say city back to normal; UPI dispatch says actual takeover smooth and quick. Associated Press reports big rally in Saigon today. E. German television releases 1st pictures of Saigon since city fell to Communists

(Saigon, South Vietnam) E. German television film shows happy citizens marching through streets of Saigon. E. German commentator says even on 1st day of takeover, traffic, food and water supplies back to normal and people prepare to rebuild country
