(Studio) Reporter feels Hubert H. Humphrey's victory chances linked with North Vietnam bombing and effect of bombing on talks.

(NYC) 5 weeks before election. North Vietnam probably won't make deal with Johnson before election day to assure Nixon losing. Ambassador Cyrus Vance says 2 sides far apart in peace talks. President, supported by Secretary of State Dean Rusk, rejects advice of Vance and Ambassador Averell Harriman to halt bombing.
