General Cear GAVIRIA, US election observer Brian ATWOOD - react to voter turnout and talk democracy.] The likely victory by Rene Preval, who has been endorsed by current President Jean-Bertrand Aristide, and the question of when the UN/US troops will leave Haiti noted.
