(White House: Jill Dougherty) Visits by both Israeli Prime Minister Shimon Peres and PLO (Palestine Liberation Organization) leader Yasir Arafat to Washington, DC, to have separate meetings with President Clinton featured; tenets of the US-Israeli counterterrorism accord listed. [At the signing with Peres, CLINTON - says terrorists must be brought to justice.] [PERES - says Arafat's actions are fighting terrorism.] The agenda for Wednesday's Clinton-Arafat meeting and the State Department report on world terrorism outlined.
