[Manchester city council Richard LEESE - expresses shock over the bombing.] [Insurance assessor John GAYLE - cites the financial cost of the damages.] [Peace talks chairman George MITCHELL - hopes peace will go forward.] [Sinn Fein leader Gerry ADAMS - says Sinn Fein is not the IRA.] [British Home Secretary Michael HOWARD - comments.] The exclusion of Sinn Fein from the Northern Ireland peace talks last week because of the IRA's refusal to renew a cease-fire recalled.
