[GLENNY - says the conditions set down by the Dayton peace accords have not been for the elections; indicates that the elections will not create a unified Bosnia and that the troops will have to stay beyond the December pull-out date; points out that the bottom line is that President Clinton wants these elections out of the way before his own election in November.]
