[GUMMER - says the United States is the biggest waster of energy and Clinton has reneged on his environmental promises; says the Europeans will win the export markets over the United States by going more environmentally efficient; calls the American effort a "pathetic performance"; suggests that only small changes in lifestyle need be made by Americans to improve the future situation.]
