(Studio) President Ford meets with advisers with regard to reorg. of United States intelligence agencies.
REPORTER: Harry Reasoner
(DC) Ford proposes elite committee of 3 or 4 private citizens which will report to President and Attorney General but will be free of White House Congress can set up own oversight apparatus. Ford's plans to streamline spy network management outlined. He'll define powers of each agency in public over objections of intelligence bureaucrats. Ford to insist on strong intelligence network that can work secretly.
