[RITTER - explains the problems with the US reactive strategy while Iraq tries to get concessions through confrontation; says unless the military hits against President Saddam Hussein himself there is no real confrontation that would get the weapons inspectors back on the job; indicates Saddam has not been disarmed as required by the United Nations resolutions.]
