(Minot, North Dakota) Dikes hold, rain stops and Souris River stops rising. [Mayor Chester REITEN - looks like battle is won.] "The Minot Daily News" stresses victory. Film shows town preparing for flood beginning April 13-17. Dikes must be watched for erosion. 90% of dikes to stay in place until permanent flood control built.
