(Studio) Federal Election Commission regains its powers and begins handing out federal campaign funds.

(DC) Senator Rules Committee okays 6th commission mbr., attorney and ex-Representative William Springer. Senator confirms Springer appointed Federal Election Commission sworn in by President Ford in Rose Garden. [FORD - says putting Federal Election Commission back into business after many long delays. Now there is watchdog to oversee election process.] Federal Election Commission okays $3.2 million in campaign funds. Ford to received $1.3 million; $509,000 for Ronald Reagan; $437,000 for Jimmy Carter; $312,000 for Representative Morris Udall and $120,000 for Senator Frank Church. Exact totals noted.
