(Moscow: Steve Harrigan) Russia's anger over United States plans to build a missile defense system examined. [Political analyst Sergei ROGOV - says they want to restore "the shining city on the hill."] [Russian strategic forces commander General Vladimir YAKOVLEV - (thru translator) says the shield will not provide one hundred percent defense.] Putin's government's push for more cuts in START III noted.
