(Studio) United States naval power as compared to USSR said hot political issue. Ford administration seeks billions to modernize United States fleet. US-USSR naval power compared.
REPORTER: Ted Koppel

(DC) [Former Chief of Naval Operations Elmo ZUMWALT - says odds high US Navy would lose contentional sea war with USSR .] Though United States has some new ships, it has fewer than before Pearl Harbor attack in World War II. [ZUMWALT - notes old ships, ships in need of repair due to inadequate congress funds.] US does build new ships, such as "USS Virginia." But program far behind USSR 's efforts in last 10 years New USSR ships raise level of that navy, which outnumbers United States in ships and operates in all oceans. Numbers cited. USSR has twice as many submarines, but not the nuclear fire power of US submarines. United States outstrips USSR in aircraft carriers. But carriers are vulnerable to submarines. [ZUMWALT - believes president election will get the message to the people that United States is military weak.]
