(Minot, North Dakota) Souris River back down to flood level and still dropping. 26 mi. of dikes to remain in case of future floods. Secondary dikes to be removed next week People have moved back into their homes. [E.J. COCHRAN - says it's special feeling to get back home.] [Yvonne SCHREINER - says great to be back home.] [Byron BERTSCH - speaks of constant yearly threat of floods.] City and federal government spent $20 million in last 8 years to prevent major flood damage.
