(NYC) Carter speaks to New York For. policy Association [CARTER - says 1-man foreign policy developed under Nixon-Ford admins.] Carter influenced by Columbia prof. Zbigniew Brzezinski who is hardliner on E.-W. relations [CARTER - says US must seek partnership between North American, West Europe and Japan. Dealings with Communists should reflect combined views of democracies. Will never seek accommodation at expense of own national interest or interests of US allies.] Carter hopes voters will see difference in his approach and that of Secretary of State Henry Kissinger.
