(NYC) Teachers vote on ending strike. New York to take over local district. State apptd. 3 member board to protect teachers' rights. Local representatives to be suspended until they agree to respect terms. [SPOKESPERSON - says 20,408 votes cast. 17,658 vote to accept agreement; 2,738 vote no.] Racial tensions complicate crisis. [Teacher Anthony DEPALMA - says can possibly better deal with racial question now that it's out in the open.] Local community still hasn't accepted agreement.
