(E. Berlin, Germany) Soviet leader Leonid Brezhnev calls for disbanding of NATO (North Atlantic Treaty Organization) and Warsaw Pact. He criticizes United States for delays in Strategic Arms Limitation Talks (SALT) talks but says he's seeking more agreement with US. Brezhnev had conciliatory words for independent-minded Communist ptys. Says totalitarian intlism. is powerful and tested tool. Leader Spain's Communists almost told Brezhnev his party no longer sees Moscow as center of Communist movement.
