(Minneapolis, Minnesota) Hubert H. Humphrey criticizes Jimmy Carter and defends big government [HUMPHREY - comments on the newness of Carter's appearance. Says he'll assess his chances before entering president race.] Hubert H. Humphrey won't enter race unless Carter suffers serious setback.

(Studio) Carter cancels California campaigning to concentrate on New Jersey and Ohio primaries. He buys national television time for Sunday Report on his strategy.
