(DC) President signs airport development bill in garden ceremony. He'll throw out baseball Tuesday night at All-Star game. He'll give some evening speeches and host state dinner. Staff infighting results in president TV adviser, Robert Mead, quitting. Press Secretary Ron Nessen blames Mead for near comical coverage by PBS of state dinner for Queen Elizabeth. PBS's July 7 film shown. PBS apologizes to Mead ; says he wasn't responsible for coverage errors. Nixon speechwriter, David Gergen, takes over office of communication with supervision over next television adviser.
