(Columbus, Ohio) 600 marched on State House; protest welfare dribble. Want more money and program revamped. Ohio says increased dependent children's welfare 200% in past 5 years Cntry.'s cut share of welfare in 1/2. Welfare recipients angry. Governor James Rhodes said welfare wouldn't be increased. Protesters wouldn't go home when Governor wouldn't do anything. State Patrol arrests 23.
