(Des Moines, Iowa) 320 firemen reject 5% raise. Want 15% raise to align pay with police wages. Strikers fined $100 per day for refusing to return to work. Fireman Carl Neal has 9 kids and holds 2 jobs. Wife babysits. [NEAL - cites bill obligations. Can't pay fine.]
