(Studio) Laos accuses North Vietnam of killing its civilians. Laos army has problems.

(Luang Prabang Province, Laos) Troops have low morale and unconcerned about ground attack by Pathet Lao or North Vietnam United States money and advisors can't overcome apathy and dislike for war. Road between here and Vientiane closed. Laotian bombers fly from here. United States to decide whether to step up aid or withdraw from Laos.
