(DC) Deal made in Senate to extend surtax to end of year Senator Mike Mansfield says agreement extends tax until December 31. Republicans promise not to block meaningful reforms. Vice President Spiro Agnew called President Nixon, who says 4-mo. extension not acceptable. He agrees to compromise. Senator to vote Thursday to carry over surtax. Something to be done about repealing investment tax credit and taking poor people off rolls. Reforms may occur by October
