(Studio) Welfare Secretary Robert Finch says Nixon administration wants South desegregation doubled by fall; busing policy unchanged; court suits and administration action to enforce integration.

(DC) New Civil Rights Director Stanley Pottinger replaces director fired for too aggressive integration practice. [FINCH - expects double present school desegregation in September; Supt. Court hasn't ruled on de facto segregation.] Only court supported moves will be made.
