(Studio) Charges of improper conduct leveled today against FBI Director Clarence Kelley and investigators recommend punishment.
REPORTER: Howard K. Smith

(DC) Kelley refuses comment this morning with regard to reports that Justice Department investigator recommends Kelley be fired for accepting gifts from FBI officials. Recommendation comes as result of findings in Justice Department's office of professional responsibility investigation of FBI abuses. Kelley has admitted recving. gifts and claims he'll pay for any not clearly permitted by law. Superior of investigator making recommendation says Kelley should be reprimanded, not fired. White House says Ford has confidence in Kelley, but has asked Attorney General Edward Levi for complete report on situation.
