(Studio) Swine flu program in trouble.

(DC) Problem is with 4 drug companies making vaccine. They have plenty in bulk form, but didn't package it in individual doses during delay over insurance question; is estimated only 1/4 will be ready by flu season beginning in November White House puts partial blame on Congress; Representative Paul Rogers says President to blame. [ROGERS - says program ought to work; perhaps 1 of problems has been lack of direction from President on telling companies what to do re: timetable for vaccine.] Department of Health, Education and Welfare Secretary David Mathews meets with President late today to talk about solution.
