(California) Carter and Mondale believe Republicans can't win unless they carry California because of large electoral vote. Democrats depending on Governor Jerry Brown to campaign for them. [BROWN - says told Carter he'll campaign hard in and out of state.] Democrats want Brown to out-charisma Reagan, who some believe will do little serious campaigning. Voters in state and how they usually vote noted. Democrats realize key to California campaign success is media.
