(NYC) Lower courts ruled Vietnam war legal due to Gulf of Tonkin resolution and Congress appropriations for it. If court had ruled illegality, couldn't have undone damage, but would have opened too many damaging lawsuits that would hurt American; may be political and moral question, rather than legality. Court decided wisely.
