(NYC) Film shows policeman accepting bribe. Department going through shake-up due to commission findings. [New York City Commissioner Patrick V. MURPHY - says serious crime even when few involved. Investigations underway.] 6 weeks ago, Black Panther seized heroin from pushers and poured it in street; refused to give it to police because they would resell it to pushers. [PUSHER - says police got my drugs and money 1 time but let me go.] [Knapp Cmsn. Cnslr. Michael F. ARMSTRONG - says more than few rotten apples to deal with.]
