(DC) American Bar Association finds 1 of administration's Supreme Court nominees unqualified and 1 other barely so: Judge Mildred L. Lillie and Arkansas attorney Herschel H. Friday. Attorney General John North Mitchell talked to committee by phone. Admin. threatens to bypass American Bar Association committee , who says they'll take their findings to Senator Judiciary Committee anyway.
