(DC) Senators George S. McGovern and Mark Hatfield propose cutoff of war funds to force United States withdrawal from Vietnam. [Senator Jacob JAVITS - asks if essence of resolution to fix date for withdrawal.] [HATFIELD - answers "Yes"; also needs to return Congress to responsible role.] [JAVITS - asks if setting goal without date really to set no goal at all.] [HATFIELD - thinks credibility factor makes definite date for withdrawal necessary.] Hearings to continue 6 weeks
