(Denver, Colorado) Colorado maintains Dr. Sam Shukert's plan amts. to insurance company without license. Shukert ordered to halt plan; fined $4,000 2 weeks ago; ignores court; held in contempt. [SHUKERT - says laws contrary to moral beliefs.] [Judge Mitchell JOHNS - concerned only that Colorado laws indicate plan amounts to insurance company] [SHUKERT - believes country needs return to democracy.] Judge orders Shukert's property impounded; fine deducted from amount recd; Shukert may be jailed if refuses to stop plan within 2 wks.
