(DC) Draft extension bill becomes battleground for bringing pressure to end Vietnam War. Cooper-Church amendment proposal would bar: use of defense funds for combat purposes; restrict expenditures to United States troop withdrawal; fix no date for withdrawal. [Senator Frank CHURCH - doesn't see why Congress shouldn't try to join President Nixon in ending Vietnam War.] [Senator Robert J. DOLE - thinks Cooper-Church amendment better chance of passing than any with fixed withdrawal date.]
