USSR rptdly. agrees to take over as ultimate appeal authority on an Autobahn route to Berlin from West Germany; agrees to allow West Berliners to make 24-hr. visits to E. Berlin, Germany; rptdly. extracts concessions on ties between West Berlin and West Germany government; wants to open consulate in West Berlin.
