(Japan) Japan reassuming defense of own cntry.; capable of building all of own weapons; film shows Japanese army mock battle; Japan remaining under US nuclear umbrella while building conventional force; Japanese aviation companies creating new Air Force; Japanese navy to have 200 ships by 1976; return of Okinawa, Ryukyu Island, next year to extend Japan military responsibility 1,000 mi.; Japan builds own nuclear reactors; government opposed to creation of own nuclear weapons, though Japan has know how to do so.
