(Phnom Penh) Cambodia severely affected by war with Communists People want just to survive. Without United States aid, Cambodia would have died long ago. Cambodia important as a lever for United States in Vietnam. President Lon Nol possesses the power but in weak position. National assembly powerless. There have been 3 new govts. already this year Troop morale poor. People apathetic. Cambodia's future uncertain.
