(Studio) Conf. begins in Helsinki, Finland, on European security, and in Geneva, Switzerland, Strategic Arms Limitation Talks (SALT) talks resume.

(Geneva, Swtizerland) Russian delegate Semyonov says will do all he cam to make talks success. United States negotiator Gerard Smith arrives. Strategic Arms Limitation Talks (SALT) II aims at limiting all strategic weapons; Strategic Arms Limitation Talks (SALT) I limited only missiles. Discussions may take 3-5 years Strategic Arms Limitation Talks (SALT) I held in Helsinki and Vienna, Austria. After Strategic Arms Limitation Talks (SALT) I, United States critics said USSR had weapon superiority, so United States now planning 2 new weapons- faster bomber and longer range substitute Russia in turn called for more weapons. So arms race on again. Strategic Arms Limitation Talks (SALT) II may have trouble ending it.
