(Silver Spring, MD) Heavy security insures fairness in election between Arnold Miller and Tony Boyle. Election ordered by courts after previous election invalidated. [MILLER - says Labor Department has done good job overall.] [Boyle spokesperson Lewis EVANS - says government has no business interfering with labor unions' affairs.]
